The Municipal Energy Agency of Nebraska (MEAN) presented Tom Goulette, city administrator for the City of West Point, Neb., with a Distinguished Service Award on August 20 during MEAN’s Board of Directors meeting in Kearney, Neb.
The award recognizes Goulette’s years of leadership, service and dedication and his meaningful positive impact on MEAN, its member communities and the public power industry. The MEAN Board of Directors approved a resolution to present Goulette with the award during its board meeting. Goulette recently announced his resignation from the City, effective January 2027.
Goulette was in leadership roles for MEAN and the City of West Point for many years, serving as chair of the MEAN Board of Directors for nine years and also on several MEAN committees and subcommittees. He has worked for the City of West Point since 1993 as utility superintendent and has been the city administrator since 2001.
He served as Nebraska’s representative on the National Rural Water Association’s Board of Directors since 2005 and currently serves as the treasurer on the Association’s Executive Board.
His leadership has also included serving on the Cuming County Economic Development Board, Planning and Zoning Administrator and League of Nebraska Municipalities Executive Board. He received the Larry Hobart Seven Hats Award in 2006 from the American Public Power Association for his dedication and service.
Goulette has led numerous projects benefitting the City of West Point throughout his career and has shown exemplary leadership to the MEAN organization and its participating communities. MEAN’s award commemorates his dedicated efforts and his outstanding service.
