The Municipal Energy Agency of Nebraska Board of Directors approved creating a new Rates and Charges Task Force at its board meeting in May in Kearney, Neb.
The task force will focus on reviewing various rates and charges with a focus on how MEAN’s rates and charges should recover MEAN’s costs across the various types of contracts MEAN offers and make recommendations to the full MEAN Board.
The Task Force will serve in an advisory role and will consist of the MEAN Board Chair and four members of the Board which will be appointed by the Board Chair.

Board approves its Clean Energy Plan for Colorado
The Board approved its Clean Energy Plan regarding its 14 wholesale power participants in Colorado as required by the State of Colorado.
The plan was submitted to the Colorado Department of Public Health and Environment in 2024 and was verified by the department in March 2025. With MEAN Board approval, the plan will be filed with the Colorado Public Utilities Commission before June 4, 2025.
The plan is a requirement of Colorado Senate Bill 23-198, which was passed by Colorado General Assembly in 2023. The bill requires wholesale power marketers operating in Colorado to file a clean energy plan to reduce the marketer’s greenhouse gas emissions caused by the wholesale power marketer’s electricity sales in Colorado and to achieve at least an 80 percent reduction in greenhouse gas emissions caused by the entity's Colorado electricity sales by 2030 relative to 2005 levels.
Board approves Holyoke request for membership
The Board approved a request by the Town of Holyoke, Colo., for Board membership. The Town has been a MEAN total requirements power participant since 1994.
With the Board’s approval, MEAN will file a petition with the Nebraska Power Review Board for approval of Holyoke’s membership status.
