The rapid growth of large energy users, including data centers supporting artificial intelligence, cloud computing, cryptocurrency operations, and advanced manufacturing facilities, is creating new challenges for electric utilities, grid operators, and regulators across North America.
These large commercial and industrial customers often require hundreds of megawatts of power and frequently seek service on accelerated timelines. Their size, concentration, and unique operating characteristics can complicate load forecasting, transmission planning, and resource adequacy efforts, creating potential reliability risks for the U.S. bulk electric system.
Recognizing these challenges, the North American Electric Reliability Corporation (NERC) established the Large Loads Task Force in August 2024, which has since evolved into the Large Loads Working Group (LLWG). The group is focused on assessing the reliability impacts of large-load growth and identifying effective strategies for integrating these customers while maintaining system reliability.
After extensive stakeholder engagement and technical analysis NERC developed a Large Load Action Plan to provide a coordinated framework for addressing emerging reliability concerns.
The Federal Energy Regulatory Commission (FERC) has also accelerated its focus on large-load integration. In June, FERC issued orders directing the nation's six Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs) to either justify their existing large-load interconnection processes or propose reforms within 60 days. The initiative is designed to facilitate faster integration of large loads while protecting reliability and preventing cost shifts to existing customers.
FERC identified several key areas for reform, including improving transmission service application and study processes, accommodating co-located generation and behind-the-meter resources, developing transmission service options for flexible large loads, increasing transparency around transmission costs, and ensuring adequate generation resources are available to serve both existing and new customers.
Together, NERC's reliability-focused initiatives and FERC's regulatory reforms reflect the growing urgency of addressing large-load growth. As AI-driven data centers and other energy-intensive facilities continue to expand, industry leaders are working to ensure that the electric grid can accommodate new demand while maintaining reliability, affordability, and resilience for all customers.
