The Municipal Energy Agency of Nebraska (MEAN) has established the Behind-the-Meter Generation Capacity Incentive Program to encourage eligible MEAN participants to develop new participant-controlled generating resources that provide dependable capacity, improve local reliability and resiliency, and support MEAN’s long-term resource adequacy needs.
The program is available to eligible participants that have executed the Modernized Service Schedule M Agreement (SSM). Proposed resources must be located on and interconnected to the participant’s electric distribution system, be owned or otherwise controlled by the participant, and not already be committed to MEAN. Eligible technologies may include dispatchable generation, renewable generation, battery energy storage, combined heat and power, fuel cells and other technologies capable of providing dependable capacity. Projects must have an anticipated Commercial Operation Date after Aug. 20, 2026, and on or before Dec. 31, 2030.
MEAN will evaluate proposals based on overall value, including project feasibility and readiness, reliability and accredited capacity, geographic value, community resilience and environmental characteristics. Selected projects that achieve Commercial Operation and satisfy applicable program requirements will be eligible for compensation under MEAN’s Capacity Commitment Demand Incentive Rate.
